Reduction-In-Force Announcement
As many of you know from our recent discussions and communications, CenterPoint received its first notice of services and management funding cuts from the Division of Mental Health/Developmental Disabilities/Substance Abuse Services in early October. Those letters are posted on our website, www.cphs.org. A second round of cuts totaling $10M to $11M is expected at any time.
Fortunately, the impact of this initial cut on services was resolved without having to reduce the contract allocations to providers generally. We did experience a 2% reduction of all CASP (Cross Area Services Program) grants, which primarily fund substance abuse and regional crisis services. As CenterPoint discussed with providers and community representatives, a second cut will impact services and providers directly. Providers, advocates, and CenterPoint are all committed to handling these reductions in ways that minimize the impact on consumers and essential services, but an impact will be inevitable.
The decrease in management funding required a serious immediate response; consequently, CenterPoint implemented a 15% reduction in force on November 20, 2008. This move addresses the current cut and positions CenterPoint to deal with further financial challenges. It proactively streamlines and strengthens CenterPoint as a Local Management Entity to perform its evolving role successfully for the benefit of consumers.
We will keep you informed as we receive information about the pending second round of budget reductions. As always, we look to you for input and ideas as difficult decisions about service reductions are made.
URGENT PROVIDER ALERT! State Issues Budget Cuts
Local Management Entities have received letters this week on reduction in funding both for state-funded community services (IPRS) and management of those services. Both of the letters received by CenterPoint are posted for your review. Details of this reduction are contained in the letters.
A process including various community stakeholders is ongoing for implementation of the reduction. All will work together to limit the negative impact on consumers. We hope to post the results of this intensive effort by the end of the month.Click here to view letters
